Foil balloons are metallised film, heat sealed, with a self sealing valve. They fail at the seal and the valve, and a slow leak looks perfect in the booth. Inflate three from the sample carton and leave them two days. Helium is bought separately: balloon grade gas is lower purity than laboratory grade, and compressed gas cannot ride in a consolidated container.
Anything that touches food carries a paper file
Plates, cups, cutlery, straws and cake boards are food contact articles, not decorations. Europe works from Regulation 1935/2004, with 10/2011 behind plastics. The United States works from the FDA food contact rules.
Paper, plastic and the single use plastics rules
Europe closed part of this category outright. Plastic plates, cutlery, straws and stirrers cannot be placed on the market, and neither can polystyrene cups or plastic balloon sticks. Paper and moulded fibre took the volume, so the lining is the question: a paper cup is coated with polyethylene or PLA, and the coating is what gets tested.
